Pingshan’s measures to promote high-quality tech firm incubation and nurturing

The Science, Technology and Innovation Bureau of Pingshan District has issued a set of measures to promote the high-quality development of the district’s tech firm incubation and nurturing system. The measures took effect on April 13, 2026, and are valid for five years.

1. Promoting the development of high-level incubation platforms

Pingshan encourages the transformation of government-owned properties in the district — such as innovative industrial spaces — or properties that can qualify for rent management comparable to such spaces — into “Julong Incubation Platforms.”

The district science and technology authority will provide a one-time construction subsidy of 1,000 yuan per square meter to the operating entity of a “Julong Incubation Platform,” capped at 5 million yuan. The subsidy may not exceed the actual construction investment.

The operating entity will receive a full subsidy for its paid rent each year. The platform will be assigned operational targets, with an annual operational reward of up to 1 million yuan based on target achievement. Total annual expenditure under this item will not exceed 6.5 million yuan.

2. Promoting the development of high-quality incubation parks

Pingshan encourages the establishment of “Julong Science Parks” — industrial parks that form a complete incubation chain covering crowdfunding, incubation, and acceleration. Such parks are expected to efficiently allocate and integrate innovation elements for targeted incubation.

For a “Julong Science Park” that is recognized and meets the district science and technology authority’s annual operational assessment standards, the operating entity will receive an annual operational reward of up to 1 million yuan. Total annual expenditure under this item will not exceed 2 million yuan.

3. Promoting the development of industrial incubation alliances

Pingshan encourages the formation of industrial incubation alliances to establish mechanisms for regular information sharing on talent, projects, enterprises, spaces, services, and resources, as well as mechanisms for long-term collaboration and continuing incubation. These alliances are intended to provide different incubated enterprises with support tailored to their growth stages.

For an alliance recommended by an industrial authority and approved by the district science and technology authority, the recommending industrial authority will set clear annual operational targets and assessment standards.

Based on target achievement, an annual operational reward of up to 2 million yuan will be granted to the operating entity of the alliance. Total annual expenditure under this item will not exceed 2 million yuan.

4. Strengthening financial services at incubation platforms

Financial support at incubation platforms will be strengthened. Recognized incubation platforms are encouraged to build platforms connecting financial institutions, including banks, insurance companies, guarantors, and venture capital firms, to provide diversified technology investment and financing services to incubated enterprises through both online and offline channels.

The total funds received by incubated enterprises through equity investments made in the previous year — via incubation funds or equity investment funds established solely or jointly by the platform, with investment ownership confirmed and capital paid — will be included in the operational reward assessment framework for incubation platforms. 

5. Enhancing the quality of incubation platforms

A number of tech firm incubation platforms (including maker spaces and tech firm incubators) will be developed around the construction of Pingshan High-tech Park through cooperative development, entrusted operation, or other models. These platforms should be professional and high-quality, with strong supporting facilities and a complete value chain.

For a tech firm incubation platform recognized at the district level, the operating entity will receive an annual reward of up to 400,000 yuan for two consecutive years. 

For an incubation platform recognized by national, provincial, or municipal authorities responsible for tech firm incubation platforms, the operating entity will receive an annual operational reward of up to 500,000 yuan based on its annual evaluation results.

If the entity has already received rewards or support at the national, provincial, or municipal level, no duplicate rewards will be provided under these measures. Total annual expenditure under this item will not exceed 4.5 million yuan.

6. Supplementary provisions 

(1) The measures shall not apply retroactively.

(2) During the implementation period, if relevant national, provincial, or municipal policies and regulations are adjusted, these measures may be adjusted accordingly. Under these measures, support shall be provided in accordance with the principle of “selecting the most favorable, applying the highest standard, and avoiding duplication” when similar preferential policies are available in the district.

(3) The total annual budget under these measures will not exceed 15 million yuan.

(4) For projects involving the setting of operational targets and assessments by various industrial departments, the annual operational targets and assessment results must be communicated to the operating entity through formal notification of the annual assessment results.

(5) Funding under the measures is subject to the total annual budget of the special fund for science and technology innovation. If the total annual subsidies exceed the fiscal budget for a given year, subsidies for other projects will be reduced on a pro rata basis, except for those projects already approved or endorsed by the district government.
